RULES AND REGULATIONS OF THE STANNARD BEACH ASSOCIATION

These rules and regulations are a combination of Association, Town and State Laws. Rules, regulations and laws of the Town of Westbrook, State of Connecticut and the Stannard Beach Association (the “SBA”) (as may be contained in CT Special Act No. 47-526 or the SBA By-Laws) not explicitly mentioned here, including but not limited to Westbrook Zoning Regulations and State laws regarding trespass, will apply and may be enforced by the SBA Board of Directors (the “Board”).
VEHICLES AND ROADS:
- No parking on Second Avenue, Ripley Hill Road, Cedar Lane, Avenue A (aka Maple Lane), north side of Beach Court and west side of Stannard Drive and all rights of way during the Hammer Law period (defined below). Parking on Stannard Drive only for Stannard Drive residents and only on the east side of Stannard Drive.
- No vehicle shall obstruct the roadway or any private driveway at any time. Vehicles must be parked in a manner that will allow emergency vehicles to pass.
- No land or property owned by the Association shall be used to park or store any vehicle or property. However, short term parking of no more than 14 consecutive days is permitted on the lot facing the Pavilion. Except with the prior written permission of the President, no parking is allowed on the baseball diamond or in any playground area.
- Vehicles in violation of any Rules and Regulations will be towed at the owner’s expense.
- Unregistered or abandoned vehicles within the boundaries of the SBA will be towed at the owner’s expense.
- The speed limit on all streets within the SBA is 15 mph. Such speed limit must be obeyed by all vehicles.
- Speed control devices (e.g. the mini-fences) placed by the SBA shall not be removed from the roadways.
- Mopeds, motorbikes and golf carts are permitted only if operated by licensed drivers. All rules relating to vehicles apply to mopeds, motorbikes and golf carts.
- No bicycle riding is permitted on the sidewalk in front of the beach front cottages.
DOGS:
- Dogs must be confined to the owner’s property or on leash at all times.
- Dogs are not allowed on the beach or in the water from the Friday before Memorial Day through the Tuesday following Labor Day.
- Dog owners must clean up after their pets and dispose of the waste appropriately.
BEACH RULES:
- The following are not allowed on the beach:
- glass containers
- cookouts
- fires
- tables or benches
- fireworks of any kind
- violent, loud, or profane language
- rough conduct
- Food, beverage and waste shall be removed from the beach promptly.
- Ball or Frisbee playing shall be limited to the sandbar or the water and shall not be permitted on the beach.
- All steps and access to the steps to the beach must remain clear and in good repair.
- Barriers or obstructions on the beach, seawall or rights of way or any changes to or about the existing seawall or rights of way are prohibited. All seawalls and rights of way must be properly maintained.
- Boats, motorized or under sail, and any other motorized vessel (including but not limited to personal watercraft) may not travel greater than five (5) miles per hour within the Association limits (the “no wake zone”) as designated by the Association buoys. No water skiing, wakeboarding, tubing or any similar sport within 150 feet of shore.
- Motorized vessels shall not come within 50 feet of buoys or any person in the water, except as necessary for mooring or anchorage.
PROPERTY RULES:
- Hedges must be trimmed at a reasonable height so as not to obstruct vehicle or pedestrian travel over any roadway or right of way (including the sidewalk in front of the waterfront homes), any parking sign, stop sign, or other signage and so as not to obstruct a driver’s view at any intersection.
- No banners, flyers, flags or other materials or structures shall be attached to or impede the visibility of any parking sign, stop sign, or other signage or obstruct a driver’s view at any intersection.
- No landscaping or structure may be erected on the land between the waterfront homes and the sea wall which may impede or impair the ability to walk across the land or to view Long Island Sound. This rule shall not prohibit seasonal umbrellas from being used or installed.
- Grass, weeds and brush must be maintained at a level of no more than four (4) inches.
- No refuse, garbage or waste material shall be dumped or left on the beach, waterfront or any SBA property. Garbage, refuse and waste material must be placed and kept in tightly covered barrels.
- A homeowner’s use of bright light and amplified sounds may not affect the peace and tranquility of neighboring property owners.
- The use of tents, garages, temporary buildings and other structures for living purposes without plumbing facilities and connections to the sewage or septic systems is prohibited.
- The parking of so-called “trailers” designed for living purposes within the limits of the SBA is prohibited.
- No construction of any kind and no outside painting is permitted within the SBA starting June 25 through and including Labor Day and on weekends beginning on the Friday before Memorial Day until the day after Labor Day (together, the “Hammer Law Period”). Any exception to this rule must be approved in advance by a majority vote of the SBA Board of Directors.
- No residence may be rented for a period of less than twenty-eight (28) consecutive days. If any residence is rented for less than twenty-eight (28) consecutive days, the property owner shall be charged $500.00 for each day the residence is rented less than the twenty-eight (28) day period. Contact information for any renter must be provided to the SBA President prior to the beginning of the rental period. A copy of these Rules and Regulations must be provided to all renters and also posted in a prominent place in the rented property.
SIGNS/ADVERTISING/MARKETING:
- Erecting, placing or maintaining any billboard, sign or structure designed or used to display advertising or marketing material is prohibited. “For Sale” signs are permitted only on the street side of a member’s property.
- Distributing, placing or causing to distribute or place posters, handbills, advertising cards, or other materials used for advertising or marketing within the SBA is prohibited.
- Only vendors approved by the Board may sell Stannard Beach merchandise.
MISCELLANEOUS:
- The Pavilion may be used by SBA members for private parties, however the following uses are prohibited: “stag” parties, bachelor or bachelorette parties, gambling, parties with public admission, or political activities. Reservations for the Pavilion shall be made at least ten (10) days in advance with the President or the First Vice President. SBA members who serve alcohol at the Pavilion shall (i) obtain appropriate insurance, (ii) agree to indemnify the SBA against any loss, (iii) be responsible for compliance with all laws related to the consumption of alcohol, and (iv) be liable for any violations, as well as the conduct of their guests.
- No fireworks are allowed on any property within the SBA at any time, including fireworks that are legal under Connecticut law.
